In view of the primacy of the Roman Pontiff, any member of the faithful in the whole world may appeal his case to the Holy See-whether the case be civil or criminal and at any stage whatsoever of the procedure-or may take it there in the first place. (Canon 1569, paragraph 1)

Right to Appeal to the Pope

Ob primatum Romani Pontificis integrum est cuilibet fideli in toto orbe catholico causam suam sive contentiosam sive criminalem, in quovis judicii gradu et in quovis litis statu, cognoscendam ad Sanctam Sedem deferre vel apud eandem introducere.
From this we can reason that every Catholic has a right to have a Pope to appeal to.
